After upgrading to Intenet Explorer 9, a black bar appears on the right side of the screen and button functionality shifted to the right

This  only happens in internet explorer 9., no other programs.   A black bar appears on the right side of the screen and the right side scroll bar is to the left of that bu this scroll bar  only works if you put the mouse cursor on the right hand side
of the black bar; it appears the hotspot and button functionality is shifted a bit to the right for each one.
have tried resetting IE but doesn't fix it.
Is there a way to fix this?
