Boot MGR is missing on my HP Pavilion DV6 running Windows 7

I have a hp pavilion dv6 running Windows 7 Ultimate,and I shrunk my partritions to create a new one but afterwards I ran out of juice and it just switched off.
When I start it up, it says 'bootmgr is missing press Ctrl-Alt-Del to restart' and after restarting
it, the same thing happens.
What do I do?( I have no backup or system restore discs)

Download SmartPCFixer to Fix It (Free)

You need the HP recovery disks or use the recovery procedures outlined in HP support for that model
BTW Win7 only supports 4 primary partitions, if your HP was preinstalled with win you probably allready have the 4 partitions, and creating a new one would have converted them all to dynamic, which brings its own problems.
And of course using the HP recovery disks would destroy any partitions created.

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your system.
