I never had this problem with prior windows programs, but sometimes the attachments work and other times, they don't.  I get a queer message when it fails...."we are working on it, try later"  Who is we and why would they still be working on this problem.
I downloaded Silverlight and that helped but still the program fails now and then.  Is there a solution?
