Drive letter not assigned

My GPS device is not assigned a disk letter when plugged into the USB port.  It comes up in the device manager and when checked is said to be working correctly.  In disk management it is not listed in the volume register (top panel), does show up in the
bottom panel but it is not assigned a letter and status is not recorded.  I have tried to the change drive letter and path command but get an error message stating "Operation failed to complete because the Disk Management console view is not up-to-date". 
I have refreshed as suggested and also close the disk management console , restarted disk management and restarted the computer.  This makes no difference at all.  A solution would be most appreciated.
