Desktop Wallpaper GPO doesnt apply to all Users using Win7

Hi,
 
Been working on this issue for days now, tried everything I found in google but still no luck.
 
Checked the policy config, image is accessible by all users, ran gpupdate /force, gpresult shows that the policy is being applied to users.
The company had other active wallpaper policies which we then disabled.
 
The weird thing is, on the Wallpaper GPO, server side the path is set to a shared location, say,
\\abc\wallpaper but when you check the users that are having the problem, on the client side - RSOP, the policy is looking into a different path, say
\\xyz\wallpaper.
This was probably the location of the old image that they used on the other wallpaper policy.
\\xyz\wallpaper is still accessible and has the same image as the
\\abc\wallpaper.

If you failed to fix it, another option is to call Microsoft and walk through the process with a technician. To do this, dial "1-800-936-5700". Explain the error that you received and the steps in the update process during which it was displayed. The technician will be able to walk through the steps from getting a new product key to finishing the installation.
