Desktop Gadgets- Settings.ini is being usd by another process-click retry. I can not bring up Desktop gadgets

I tried to right click and wont come up.
don't know what would make this happen and suggestions to help it??

In th box on top DESKTOP GADGETS
Settings.ini is being used by another process.
Choose the other program nd then click retry or Cancel to exit
I hit RETRY it won't let me proceed I have to hit cancel.
All other login id's are signed off we have total of 3

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
