I try all the hints on this forum and on the web and no luck!!. i wish i had wrote down what i did But, i didn't. I'll stay with XP Pro Sp3 since it's easy work with, What i did do  was turnoff  and reboot and uninstall (Intel 82567LM Gigabit Network Driver)
and (compatibility view settings) reinstall fresh driver since both OS use it and i reboot to W7 and i click on
www.cms.gov and it back normal also XP was back to normal, after 2 days i'm sure this will be my last.
 
Update:  I take notice IE8 display  (Internet Explorer cannot display the webpage) now and then, on the two sites.What i did was I hit refresh (F5) button on address bar and it display ok without a error.
it seen like ie8 need couple second delay or the
site security is boggin it down.
I can live with that.
I check W7 and with (compatibitily view setting) still off and no problems displaying and the speed was normal.
